All providers listed here are outside the USA, use encryption, accept Bitcoin, support OpenVPN and have a no logging policy.

VPN Provider Criteria
•Operating outside the USA or other Five Eyes countries.
•OpenVPN software support.
•Accepts Bitcoin, cash, debit cards or cash cards as a payment method.
•No personal information is required to create an account. Only username, password and Email
 
I would NOT trust any USA VPN service at at all. As I use Linux and Android I make use of the OpenVPN client.

Agreed and if they can also show if they get requests for information from US law enforcement they should turn down those requests. I am sure every VPN service out there outside the USA most likely will be hit with requests. If the service is in a country that does not honor US law then that's golden.
